Yes, it is because of this bug. If your file uses constraints teachers/students max hours daily the generation is changed.

Since nobody reported until now (10 years) this bug, it is probable that it was very very rare.

I will try to correct them in the near future. Anyway, the bug should not appear in FET Algeria and Morocco.

I updated Algeria and Morocco. Please let me know if your old file is solved by old FET, but not by new FET (this should not happen).
