Hi there,
In the attached file (is based on one of the examples), I have a TeacherHomeRoom constraint with 100% weight. But it does not work properly. Could you let me know if I am making a mistake?

It is working fine. Home room constraint will be skipped if there is an other preferred room constraint for an activity at the same time.
