You have preferred rooms constraints, which override home rooms constraints. Home rooms constraints only work if the activity has exactly one students set and with the corresponding name.

You can add preferred room constraints or home rooms constraints. Preferred rooms override home rooms. A home room is respected if there is no preferred room for that activity and if the students set is a single one in that activity and it is exactly the same as in the home room constraint.
