It is impossible. You want too much.

I attach liviub.fet, in which I deactivated many constraints, leaving for YS max 1 hours continuously. When generating, I stopped and saw the highest-stage timetable. FET cannot place this teacher's 14th activity, clearly.

Please make your data easier.
