this is the solution with activity tags. maybe it is possible with an other constraint, but i don't know you excact dataset. so this version is maybe not the fastes to enter, but is also working if you can't use one of the other constraints:

fet -> data -> activity tags
add an new activity tag. maybe call it "before 12"

fet -> data -> activities (or fet -> advanced -> activity planning)
modify all activities that must be before 12 o clock. add to all of them the new activity tag.

fet -> time constraints -> activities -> a set of activities has preferd starting times (day + hour)
add a new constraint.
set in the upper right coner the new activity tag "before 12" and disable in the table grid all hours after 12 o clock.
then add this constraint.
