Teacher activity without students

I need to be able to allocate teachers to non-teaching activities that do not include students (i.e. preparation time). However, these activities do not require a room for them to work in. So, if I allocate a teacher room, or set of rooms, as I must for their classes with students, how do I stop this room being allocated by FET for their non-teaching activities? This must happen, as I need the teaching room for other classes to take place in and currently it is being made unavailable by the non-teaching activity. Please can you help?

i guess that activities have a "special" subject.
make pseudo room(s) and add a constraint subject prefferd room(s) to that "special" subject.
(because constraint subject prefferd rooms has a high priority then a home room constraint. the home room constraint will be ignored as soon as you set an other room constraint.)

Is it sure? As I know it has "only" higher priority (if can't place to e.g. "subject-room", place to "home-room"). Or not?

yes, you are right. i was thinking/talking about 100% weight. (because normaly don't like the less then 100% weight constraint.)
but it doesn't reject my hint.
we do that for example to care about a cover planning; just set a teacher without students into a pseudo room. so that teacher can do the cover if an other teacher is ill.

Maybe add other dummy rooms and occupy these instead.
