How to order constraints

Hallo I am a new user. I want to know how Fet manages different constraints. For example I said "Teachers Max Building changes per week:3" and then "Max Building changes for a teacher:5"
I suspect that FET only consider the first constraint. The question is does FET overwrite the general constraint with the personal one or should I order them in some way ?

Max 3 will be considered for all teachers, the 5 one is neglected. All constraints are respected. This is a bad design, but it is too late to change now.

You need to add individual constraints (for each teacher).
