FET-5.38.0 released

On Saturday, 15 June 2019, FET-5.38.0 was released. From the ChangeLog:

- Version 5.38.0
   - Updated to Qt 5.12.3.
   - Added a new type of constraint: min gaps between an ordered pair of activity tags for a students set / all students / a teacher / all teachers,
   suggested by Nagendra and other users.
   - Bug fixes and code cleanup.
   - Minor bug fix: the modify constraint room not available times dialog did not allow the weight to be set to 0%, a value which should have been permitted.
   Reported by math.
   - Added two new example files from Hungary, by Madas Pál.
   - Added a new example file from Tunisia, by fourat.
   - Added a new example file from India, by Nagendra.

A big "Thank you!" to Nagendra, for his suggestions (of which a new useful constraint was born), to math, for his bug report, to the users who shared their input files, to the translators who kindly translated the new fields (we have 7 full translations: ar, de, el, es, fr, pt_BR, and ro), and to everybody else who helped FET to become better and better.
