I think the reasons to reject were that it is difficult to make the implementation efficient. It might be much slower than occupy max, and I want people to use occupy max whenever possible, instead of occupy min. But I will think some more.

Good news! 

Constraint activities occupy min time slots from selection up and running (efficiently). I need to test it some more. I will let you know when I'll put it for the public to test it.

I am really satisfied with it. Thank you for suggesting! (also suggested by flauta and Vangelis Karafillidis).

Vangelis also suggested min simultaneous activities in selected time slots. I will think of it - looks more difficult.
