Signing the FET executable for Windows

I just saw a Gimp installation on Windows ( http://gimp.org/ ). It has a digital signature of the packager, it says: "Signed by Jernej Simončič".

Is it difficult to add such a signature to the executable? What are the steps? I am interested to add a signature to the FET executable, if it is not too difficult.
