I think the answer to your question is in your post. If you want min=1 and max=2, just add the activities 1+1+1+1+1+1 with weight=0%, min days between=1. FET won't put 3 activities on a single day.

Add activities as 1+1+1+1+1+1, no constraint min days between activities (0 days in the add activity dialog, or remove the min days between activities constraint), with a tag AT. Then constraint students/teachers activity tag max 3 hours daily.

This works for nonconsecutive if same day activities. If you want them consecutive if same day, you might need to input the activities as 2+1+1+1+1 or 2+2+1+1 0% min 1 days between them.
