Deactivity

Hello!

If I de-activity all activities of a whole year (student set), FET will not ignore "min hours daily" constraint.
So I've two suggestion immedi:
- when FET check this (and similar) constraint, would tolerate this
- can deactivite the students set (and releated activities, constraints, etc.)

OK, deactivating students sets/teachers/constraints will be added in the TODO. The bad thing is that it was not thought of this from the beginning, and now it is critical to change.

I think that this isn't the most important thing, imho very low priority (if exist another todo ). I just needed because to find a bug in my data, but I've found it without this feature...
