Timetable blocks on generation due to some constraints

I am preparing a timetable for a Faculty that consists of four departments, covering undergraduate, master's, and doctoral studies. The teaching structure includes elective courses as well as class divisions into groups. Both the electives and the groups have been defined as new subgroups of the main study years. In a single semester, we manage approximately 1,300 activities (the timetable is generated for one semester only).

After introducing certain constraints, the timetable generation process fails. All constraints are set with 100% weight but are not permanently locked. Based on the other constraints already in place, these activities should not be causing conflicts. Nevertheless, the generation process freezes.

Permanently locked means something else. If the weight is 100%, the constraints are respected. If they are not permanently locked, it means they can be unlocked by the user from the interface with a single click.
