Up/Down Constraints

What does exactly mean moving constraints up and down? Does it make difference in treating them by program?

Q: Does the order of constraints have influence on their importance while generating the timetable?

A: The order of the constraints is only important to the interaction with the user. It is only the weight percentage which counts while generating the timetable. Note however that you may get different timetables for different constraints order.
