Windows : decompress code source Problem

i have problem in code source there is file same name  when i extract it looke thise image

i decompress 1st time but 2nd do this problem
what is command line to decompress
i installed bzip2 7zip but how do it work ?

hmmm... is that with the official fet version? i wonder that there is no 3rd number in the fet version number. So only 5.27 and not fet.27.3

but never the less 7-zip has got problems to unzip the source.
