web based FET

Hi,
I want to install FET on my web server.
1- Teachers could login to system and access their forms for input and edit data.
2- Group manager could seen teachers data and edit.
3- educational scheduler could edit all date and generate Timetable in both Faculty level and Field level.

How can i do?

Some year ago I created a similar app. It isn't ready yet and don't work on this now (it was a work).
I think you should do it with a web framework (PHP/ruby/python/perl/... based - your favourite language). It isn't so easy as it seems (if you want to do multi-feature).
Why do you want to do it? Maybe if we know the reasons can help better.
