1) The order of the teachers? Easy, just press "Up" or "Down" in the teachers dialog.

or

2) Create TeacherGroup-s, just like StudentsYears/StudentsGroup-s? This is complicated and involves a very large quantity of critical work.

Well, if you only need to select the teachers by subjects, then this is already possible today.

First: Go to FET -> Data -> Teachers -> Qualified Subjects
You need to enter all Qualified subjects for the teachers.

If you have done it, then you can select "Qualified" as soon as you add a new activity and you will see only the Qualified teachers.
