A trick: maybe you can try to fix an exact specific activity of the teacher at that slot. It may work.

As stated by Livui, there is usauly a Trick with FET
If I were you, I wouls make a zero slot
0 - 1 - 2 -3 ..
Make all teachers unavailable except the designed teacher
give him a pseudo activity, fix it in slot zero on monday
FET will be forced to schedule first slot !
But this requires that you dont allow gaps for teachers

Reviving an old topic: since FET-5.15.0, you can do that using constraint Activities occupy max time slots from selection.

No, Silver, he means he wants exactly some hours occupied. It can be done perfectly since FET-5.15.0, using the constraint of type activities occupy max time slots, as described in the help of that constraint and in the FET FAQ.
