get fet file documentation

I am looking for a documentation of fet file.

Otherwise I will try to get it by making some tests.

There is no documentation, but this should be no big deal.

There is a file, fet-v.v.v/translations/test-all-constraints.fet, to guide the users. It is not a solvable file, but it contains all constraints.

I can mention that you need to take care of these:

1) See how division of a year works (divide by 1, 2, 3, or 4 categories);

2) Some constraints may have only 100% weight percentage;

3) For constraints students (set)/teacher(s) work max times per week in an hourly interval, if the end of interval is the end of the day, in XML it is void (and contains a comment).
