FET tools/links

I updated the Tools/Links page ( http://lalescu.ro/liviu/fet/toolslinks.html ). I added a new section, #4, and two new links, one in section #3 and one in section #4. I also moved some old links lower and new links higher. Please let me know if you consider I should add others and remove others (as being too old and unused).

In the added link http://rp-www.cs.usyd.edu.au/~jeff/khe/ I read a bit of their theory and it seems that the FET algorithm is related to "ejection chains".
