some Constraints do not work

Hello everyone,
It seems two bellowing constraints do not work.
1- A set of students have a home room.
2- A teacher has a home room.
Maybe, the constraints "a set of students have a set of home rooms" and "a teacher has a set of home rooms" has the same problem too.

In the attachment, you can find a sample of this problem.

It is working fine. The home room constraints will be only used if there is no other room constraint is used. but you added other room constraints to that activities.
