I EXTRACTED  THE FILE <fet-5.27.3-morocco41.tar.bz2> USING WINZIB
I OPENED FILE  FET.PRO  BY QT CREATOR
BUT I RECEIVED THIS MESSAGE AFTER RUN

The unpacker is bad. You can use bzip2 and tar from the internet. I use 7-zip to unpack from bz2, then Total Commander to unpack from tar.

I APPLIED WHAT YOU SAID BUT I STILL HAVE THE SAME  PROBLEM

Please verify that the file 'interface/modifyconstraintstudentssetmaxbuildingchangesperdayform_template.ui' exists. If not, you have a bad unpacker again.

Yes, exactly that is the bug of your unpacker.
You should use a better unpacker.
Or you can try to modify the file yourself, just try to rename the file with the complete name. If your unpacker haven't done more bugs, it will work fine if you rename only.

I have regulated my problem thanks to your help. I unpacked the file by the Last version of winzip
