There is no difference if activity has duration 1.

If activity has duration >=2, then preferred starting times means the starting time must be allowed. Time slots means that each hour of the activity must be allowed. For example: duration 2, allowed Monday 2 and Monday 3. Starting times means allowed starting times Mon 2 and Mon 3, preferred time slots means allowed starting times Mon 2 (not allowed to start at Mon 3, because the second hour of the activity goes into not allowed slot).
